Why do you have to pay money to join a mystery shopper program? I mean you don't have to pay money to get a normal job in a warehouse or a hospital or even the police department?

I work for Shop N Check, but so far the money is not enough to cover the drive. There has to be companies out there that don't charge a membership fee. Infact, I was told those sites were scams.
