Question about ebay buying and selling. ?
I want to buy a pair of shoes off this guy, the item is listed for 225 and free shipping. He agreed to sell them to me for 200 with free shipping and to pay with paypal. How can we make this happen? P.S I do have paypal

EBAY buying/selling question PLEASE HELP!?
Ok so lets say im selling something on ebay like a phone. The person who bought the phone technically " sends" me money through payapal but the money is not mine until he she leaves me a positive feedback. What if that person says that they never received the phone from me?? when in reality they did..Does that mean they can get away with a new phone and paypal will not give me my money?? Please answer and explain how this cannot be possible?How can i avoid this conflict or the person lying and claiming they never recieved the phone? But they actually have it they just dont want to pay
